And this library definitely does a press then a release (after what I assume is 100 milliseconds).

I just released an update to the Harmony driver. The previous version would not try to reconnect to a hub if the hub disconnected. That's why restarting myServer made it come back. An big oversight on my part. 

I also increased the discovery ping time out to 1500 milliseconds. This should make discovery more reliable on slower networks. Downside is that the discovery pass will take a bit longer to run.

Please update to the latest driver and see how that works. If there are any remaining issues I will have to remote into your systems to get more information.
Updated the Harmony driver. Did a getConfig - it worked. Left it alone for half an hour. Did another getConfig - it worked straight away. So it looks like the disconnect problem is probably solved (I only say probably as my wife is watching TV so I can't test out actual remote control commands).

I spoke too soon - I still have the same problem today of the Harmony hub getting disconnected from the driver, and restarting the server gets it going again.

Thanks, that is the same as mine on an elite and an ultimate. 
Looking through the logs in myserver it's being refused connection on port 5222, apparently a few years back harmony locked this port down but after backlash from consumers it was reopened.. 
I'm just shooting in the dark here. 

edit 1-STANDBY--USER ERROR PENDING

edit 2-USER ERROR CONFIRMED-- READ THE DOCUMENTATION. MUST ENABLE XMPP.
