Are there any videos of the remote being used?

Thanks for checking this! This is pretty much exactly what I see in my log, except it keeps issuing the command. I'm looking at the timestamps in the log and I just held the button for about 2 seconds but it continued repeating the command for 7 seconds total. I repeated it and held the button for 4 seconds and it continued issuing the command for 12 seconds total. Holding the button for about 10 seconds resulted in about 30 seconds of commands lol.

I'd hate to see what would happen if I held the button for 30 seconds. I'd probably have enough time to go make a cup of coffee before it finished lol.
I turned on Verbose Logging, and the live event log.

When sending left/right arrow commands to the Shield, I get the same behavior that you get.

I can only add that after letting go of the button when scrolling through a long list, log entries continue to appear in sync with each step on the screen.

I remember a comment by DaveP about needing to not send the commands any faster than they can be processed.  He was talking about adding a variable/argument to allow us to set the commands/second on a given page.  I think it defaults to 4/sec.  If he does add that, it would eliminate the overshoot, but do nothing about how slowly it scrolls.

When running Kodi on the Shield and using the Kodi driver, the response is the same as using the bluetooth remote.

With my old USR remote, I was using a FLIRC with the Shield.  When pressing a button, sometimes I would get multiple hits, other times it would do nothing.  I got the SmartRemote with the hopes of eliminating IR.  Since I spend most of the time in Kodi, I am living with it.  But I may break down and get the IRUSB.
