If I run 'adb --version' in a terminal, I get the following:

Android Debug Bridge version 1.0.41
Version 28.0.2-debian

Can you let me know if I need a different version?

The VM installation instructions state that ADB is to be installed using the package manager (APT).  The version installed that way is too old.

After downloading and installing the latest version of ADB from Google, the authorization pop-up appeared immediately, and I am able to send commands to the Shield.

Glad to hear you figured that out. We anticipated that there will be lots of similar issues which is why we can't officially support a VM installation. I will update the document with your finding to help others. Thanx for the update!
