Is this new?

I was just looking through the index of all forum sections and saw this. I assume it's a lightweight wrapper around webview to easily show UI's in full screen. Is it available? Free to download?

It's now called "DigitalSignage" and is available to install via the AndroidTV driver.  Yes, that's pretty much what it is.
Does a little more than that...for example, the AndroidTV driver keeps DigitalSignage up and running even if the end device tries to close it.
The actual Digital Signage software is a premium feature.

Ah I see. So can you use it just as a remote without the server side Digital Signage app?

yes.  You can use it to enable an Android screen device to be a myserver User interface device with some advantages over just a chrome browser.
