A reboot of the remote and of myServer did not update the ID.By re-select I mean go and click the room again on the remote so that it hopefully will update the id.

Yes, as they've mentioned before the server variables stick around on reboot. So they're not repopulated. Did you try selecting the room again on the remote or even in the simulator in myDesigner?

Testing I did this afternoon of removing and rediscovering devices the IDs were getting reused which is not the behavior I was seeing previously so something may have changed in ID management.

I cleared the data for the smartremote app and had to reenter the room. I did not try changing to a different room, and then back to the original room.Did you try selecting the room again on the remote or even in the simulator in myDesigner?

There is logic tied to selecting a room that is responsible for defining all the devices that qualify for that room. They only get created / updated when the room gets activated. That explains why your server variables were not changed. It required a room to be selected. If your remote is dedicated to one room then you could put an Activate-Room|YOURROOM command as part of the startup commands on the index page. The overhead of running that macro is fairly low and will keep your variables in sync.
