That's what I mean by "extra hardware"If you have an IP2IR controlling the HTP-1 via IR, then yes, you can control that via the SmartRemote.

Technically, if the HTP-1 was in sight range, you could point the SmartRemote to the HTP-1 and control it via IR too...without the "extra" hardware

No. If the driver doesn't support power control, then the SmartRemote can't control the device via IP.
I mentioned that the SmartRemote could support it via Infrared (IR). The SmartRemote has an IR emitter built into it's nose piece.

Thanks. I have an IP2R and will try and set it up after I get basic functionality.
Is this power function something I should ask Monoprice for? If yes please tell me specifically what to ask for.

If the HTP-1 is powered off can you still access it via its built in web pages to turn it on?
If no can the HTP-1 be turned on via Wake on Lan? Get the HTP-1's mac address and issue the server command WakeUp|<MAC ADDR> to see if it powers on.
If yes, then the exercise is to sniff the web pages by looking at what they are doing via Chrome Developer tools. I'm pretty sure they are using web sockets so the messages should be easy to discover.
Let me know if they keep the web server alive.
